David H. Moffat built Moffat Road in the early 1900s. The idea was a direct connection between Denver and Salt Lake City. Rollins Pass was chosen as the Continental Divide crossing. Remains of the colossal project still survive high in the Rockies (a drive through bad dirt roads).
